Traditional compounding pharmacies will continue to be regulated by state boards. Pharmacies that expand into shipping drugs without prescriptions can voluntarily register with the FDA as "outsourcing facilities," subject to standards and requirements similar to manufacturers. Experts who helped craft the bill say that nearly all large compounding pharmacies will register with the FDA as a cost of doing business.
